Claim has 4 states, Opening: Start creating claim, Checked: Finished creating, waiting for certification, Approve: Certified, waiting to close claim, Close: End claim. The transitions are in the order of Opening → Checked → Approve → Close.

In each state, the person with the right to switch the state will be different. See details in sectionclaim status
